When I create a collection it does not give the delivery period for each course. Why there is no delivery period?

The creation of the Programme Collection is independent to the DPT. It's when the collection is added to the DPT that your have the option to specify the delivery.
The course delivery period is not held on the course, but on the course instance (child of course record). The DPT specifies which delivery period is valid.
