In 2008, the Universities and Colleges Employer's Association (UCEA) and the Universities Safety and Health Association (USHA) published a document entitled: "Leading health and safety at work: leadership actions for Vice Chancellors and members of University governing bodies".
This booklet sought to translate the content of the publication "Leading health and safety at work guidance", published by the Institute of Directors (IoD) and the Health and Safety Executive (HSE), into a form tailored to the higher education sector.
Some senior colleagues indicated that they felt, on reading the UCEA/USHA booklet, that there existed potential for undue concern amongst e.g. lay members of University Courts as to their potential individual legal exposure and liability, particularly focussed upon possible interpretations of Page 7 of the booklet.
CHASTE subsequently entered into a strategic alliance with the University of Strathclyde, in liaison with all other Scottish Universities through the Scottish Universities Safety Advisers Group (SUSAG), with a view to producing succinct and helpful guidance, to bridge any gap in interpretation which might arise in this connection.
This guidance has been scrutinised by both SUSAG and the CHASTE Project Steering Group, and has been approved for circulation to University Secretaries, the Association of Scotland's Colleges (for information), and publication on the CHASTE website.
